Temporary repurposing of 20,000 m² of industrial space in Brussels

The Circularium project demonstrates how industrial heritage can be given a new purpose aligned with today’s societal needs. On a site of more than 20,000 m², an innovative hub for local production and the circular economy was developed, with a strong focus on social inclusion and neighborhood engagement. This temporary repurposing, planned for a three-year period, serves as a stepping stone toward a permanent future development while already creating valuable space for short supply chains, cultural activities, and local community building.

The assignment

D’Ieteren Immo and Makettt appointed Antea Group to provide comprehensive support in delivering this ambitious project. We were responsible for preparing the full environmental permit application and the environmental impact assessment. In addition, we participated in consultation meetings with Brussels Environment and attended public information sessions. This allowed us to clearly communicate the project’s vision and objectives to all relevant authorities alongside the client.

The solution

The project’s complexity stemmed primarily from the large number of tenants occupying the site, each with distinct activities and requirements. To streamline data collection, we developed a structured questionnaire that simplified communication with all stakeholders. Based on the collected information, we identified all installations that needed to be included in the environmental permit.

Through multiple site visits, we were able to advise the project initiators on the layout of the premises in compliance with environmental regulations. Our expertise resulted in a thorough analysis of the project’s environmental impact, examining all aspects in detail—from noise levels to waste management. In this way, we provided a solid legal and technical framework for the realization of this circular production hub.
