Bruges embraces future-focused mobility management

The City of Bruges sought to comprehensively update its existing regulations on parking and mobility. To do so, the city decided to consolidate these provisions into a dedicated ordinance. The new framework needed to address not only today's mobility demands but also future developments. Antea Group was tasked with assessing the potential effects of the ordinance through a Strategic Environmental Assessment.

Our experts evaluated the proposed provisions of the ordinance against current guidelines and trends in sustainable spatial development, environmental policy, and mobility planning. The new building code was compared with the existing 2011 code, while also looking back to an earlier 1993 version to gain a clear understanding of how regulations have evolved over time. We systematically assessed the environmental impacts of the proposed measures and examined how they could contribute to a more sustainable mobility policy for the city.

Drawing on our extensive experience with similar projects, including the Strategic Environmental Assessment for the Antwerp Building Code, we were also able to thoroughly evaluate emerging mobility concepts such as shared mobility services and modern parking standards.

A key strength of the new ordinance lies in its structure. In addition to the legal framework, it includes explanatory guidance and a technical handbook, creating a clear and practical document that remains flexible enough to accommodate future mobility trends and evolving policy insights. Through this study, Antea Group provided Bruges with a robust, legally sound ordinance designed to meet the mobility challenges of the future.
